Noreen McGovern is a Legal Director leading the firm’s Defective Concrete Blocks Multi-Party Action. She oversees a team managing in excess of 2,600 High Court proceedings on behalf of homeowners affected in Donegal.
Experience
Noreen McGovern has over sixteen years of experience in litigation and regulatory law. She previously led a litigation and dispute resolution team at a mid-tier Dublin firm, advising on complex contractual and property disputes and high-value commercial matters.
She has also advised Irish statutory and regulatory bodies on contentious and regulatory issues. Noreen trained in one of Ireland’s leading town agency firms, where she developed strong advocacy skills and gained extensive courtroom experience across a wide range of civil litigation matters.
Education
Noreen McGovern holds a B.A. Degree in Finance (2001–2004) and a Higher Diploma in Legal Studies (2004–2005). She was admitted to the Roll of Solicitors in 2011 and subsequently completed a Certificate in Child Law in 2012. She also holds an Advanced Diploma in Corporate, White-Collar and Regulatory Crime (2019–2020) and a Certificate in Arts, Entertainment & Media Law (2021).
Recent Cases
Noreen and her team are currently managing one of the largest and most complex construction-related litigation matters before the Irish courts. The work includes progressing lead and pathfinder cases in the Commercial Court, co-ordinating large-scale case management, and advancing proceedings involving quarries, local authorities, regulatory bodies and the State. The team has particular experience in strategic litigation, regulatory and public law issues, and high-volume proceedings arising from systemic construction and building product failures.
